Main purpose / objective of the position: 

To provide specialist advice, assistance, and leadership in any area associated with the procurement, provision, delivery, maintenance in the areas of Operational Services and Building Services


Role Objectives / Responsibilities:

  1. To devise operational strategies for Operational Services and Building Services and life-cycle strategies for portfolio assets

  2. To provide ongoing Operational Services and Building Services specialist advice and support to centre management, staff and relevant stakeholders on:

      1. Decisions relating to Operational Services and Building Services matters  

      2. New technologies and trends in the market

      3. Smarter ways of working 

      4. Project specifications 

      5. SLA management and awarding of contracts in the adjudication process

      6. Capex, abnormal, day-to-day maintenance and operations budgets  

      7. scoping of capex items 

      8. Five-year rolling maintenance plan 

      9. High risk issues  

      10. HR matters; qualifications and skills for Operational Services and Building Services staff, succession planning, recruitment and selection, performance management, competency related training and job descriptions and specifications

      11. Legislative requirements

      12. Sustainability projects

      13. Budgeting and financial review of spend

      14. Utility management 

  1. To act as the custodian of Operational Services and Building Services policies, procedures and service level agreements and ensure that they are regularly updated.    

  2. To act as the custodian of Operational Services and Building Services standards, ensuring that these are regularly updated and that centre management and staff: 

      1. Are trained

      2. Provide input into the drafting of the standards

      3. Compliance with the standards by undertaking regular audits. 

  1. To identify, vet and recommend Operational Services and Building Services vendors in consultation with centre management.  

  2. To manage projects initiated by core and act as consultant for projects run by centres. 

  3. To meet with centre management and staff on a regular basis and ensure that best practice information is shared across the portfolio.

  4. To represent the Operational Services and Building Services teams in respect of developments, refurbishments and extensions.

  5. To provide leadership to the core competency Operational Services and Building Services teams through:

      1. Performance management

      2. Training and development

        10.To manage own departmental operational costs     


        Senior Certificate with a min 3 year related Degree in Building Management, Civil Engineering or Architecture   


    • At least 8 years minimum experience in a variety of Operational Services and Building Services roles with Project Management experience.          At least 3 years management experience.

      Skills/Knowledge required: 

    • Specialist knowledge in specific discipline 

    • Legislation and regulations

    • Industry knowledge specific to area of accountability 

    • Basic knowledge of project management methodology 

    • Basic knowledge of auditing principles 

    • Knowledge of contract and vendor management
