The South African Local Government Association (SALGA) is the single national representative body for local government. SALGA has been repositioned as a knowledge centre and point of first call for assistance and guidance by its members. A new 5-year strategy has been developed for the organisation to drive a credible and dynamic agenda for the municipalities. This strategy therefore call for a differentiated approach to servicing the needs of its members enabling SALGA to remain a relevant and a credible association. It further calls for SALGA to strengthen its role as PROTECTOR to enforce the rights of local government robustly and to constructively DISRUPT where the existing overall system makes it impossible for LG to deliver on its mandate. It is in this context that SALGA is looking for exceptional, talented individuals to join it in this trajectory of a repositioned organization and place it at the centre of leading the transformation agenda of local government in a proactive and leading way.

A cross cutting Specialist: Transport Planning and Urban Design is sought to provide policy, legislative, institutional, fiscal, planning and expert inputs within the local government: (1) Transport, roads and storm-water sector; and (2) integrated urban planning portfolio towards the overall goals of spatial transformation, socio-economic development and inclusive growth. The Specialist will have a track record of understanding government’s legislative processes, regulations, strategies as well as urban related frameworks, knowledgeable in transport sector, local government and urban policies. This individual is also expected to have good communication skills, research, presentation, facilitation and management skills, strong lobbying and interpersonal skills. He/she should have the ability to work under pressure and to work independently as well as part of the team. Experience in working directly for a municipality or metro would be advantageous.

 

Key Performance Areas

  • Guide, support and provide expert advice to municipalities in the areas of roads, transport and integration of transport and urban planning and transit orientated development
  • Leverage support towards training and development of municipalities within the transport sector
  • Conduct policy analysis and identify implementation gaps particularly at municipal level, including identification of resource constraints  
  • Develop guidelines to assist municipalities in complying with applicable legislation and policies
  • Represent  local government in the national and global policy discourse in the areas of roads and transport, integrated transport planning, transit orientated development, as well as inputs and review of related legislative frameworks
  • Undertake benchmarking and knowledge sharing of best practices to ensure integrated transport and urban planning; and effective and sustainable service delivery within a local municipal context. 

    Requirements

    • An appropriate Master’s Degree in Urban Planning and / or Transport Mobility Management
    • At least 10 years’ experience in local government
    • At least 5 years’ experience in transport management and panning / urban planning   
    • Experience in policy development and analysis, research, data analysis, diagnosis, and formulating findings and recommendations
    • A valid Code B drivers’ license and own vehicle.
